The Robert Agus Scholarship is in memory of Rob Agus, a long time representative of the Lincoln Westmoreland Housing Board who was committed to promoting affordable housing and community empowerment. Much of Rob’s career and dedication focused on improving the availability and renovation of affordable housing projects. His legacy is visible in DC’s Shaw neighborhood, Baltimore and Prince George’s County.

Rob believed that quality affordable housing is more than a human desire, it is a human right. Rob was instrumental in both enacting legislation that increased the availability of funds for housing, as well as the development and construction of hundreds of homes. Rob also envisioned a saving plan for housing residents. A plan was adopted where money saved by a resident is matched toward future post-secondary education for their children.

For Rob’s hard work and forethought, the LWH Board is pleased to create these scholarships in Rob’s name and honor. The Rob Agus Scholarship is designed to encourage the success of the coming generation by offering financial support to motivated students who wish to continue their post high school studies or training. These scholarships will be open to residents of both Lincoln Westmoreland Apartments and Channing E. Phillips Homes, 801 R. St. NW, or Meadow Green Courts.

The Robert Agus Scholarship is founded by motivated individuals from widely different walks of life who have the desire to redress systemic obstacles to meet the most basic of human needs – shelter, community, and education. The Robert Agus Scholarship is dedicated to the success of the next generation by seeking those who are motivated to make a positive change in our community. The Robert Agus Scholarships awarded in 2026 will be governed by the terms and conditions set forth in the Pink Rocki Advocacy Foundation (PRAF) Scholarship Rules except where explicitly stated otherwise in this PRAF Addendum for the Robert Agus Scholarship.

Scholarship Awards

The Robert Agus Scholarship consists of:

  • One (1) $5,000 scholarship for a two-year or four-year college/university (non-renewable)

  • One (1) $5,000 scholarship for a trade or vocational program (non-renewable)

Essay Requirement

Applicants are required to write a 500-1,000 word essay on the following topic:

Describe a specific experience where you served your community or identified a need within it. What actions did you take (or plan to take), and how will you use your talents, resources, and education to continue making an impact?

Essays must reflect the applicant’s personal experiences and perspective.

Eligibility:  

Applicants must be a resident of:

  • Lincoln-Westmoreland Apartments, 

  • Channing E. Phillips Homes, 

  • 801 R. St. NW, or

  • Meadow Green Courts

Secondary Eligibility:

Applicants must meet one of the following tracks:

College Track:

  • Graduating high school senior

  • Enrolling full-time in an accredited two (2) or four (4) year college or university

  • Minimum GPA of 2.5 (exceptions may be considered with a teacher or counselor recommendation)

Trade Track:

  • Currently enrolled in, or planning to enroll in, a trade or vocational program (e.g., electrical, plumbing, welding, or related fields)

Agreement to Rules: By applying, applicants agree to be bound by these rules and PRAF decisions, which are final.

Application Period: April 1, 2026 through April 30, 2026 at 11:59 PM EST. Late submissions will not be considered.

Application Requirements: Applicants must submit a complete application, including required forms, essay, and participation in the interview process if selected. Only one submission per applicant is permitted.

Incomplete or non-compliant applications may be disqualified at PRAF’s sole discretion.

Interview Requirement: Selected applicants must be available for an interview between May 4 and May 16, 2026. Failure to participate may result in disqualification. PRAF reserves the right to conduct interviews virtually if necessary.

Scholarship Award: Awards are determined at PRAF’s sole discretion, are non-transferable, and will be paid directly to the recipient’s educational institution. As a condition of receiving the scholarship, awardees must attend the Scholarship Awards Ceremony on July 11, 2026, and must successfully complete the required five (5)-week PRAF Wellness Circle, scheduled from June 2 through July 1, 2026. The PRAF Wellness Circle consists of one (1) session per week, with each session lasting approximately sixty (60) minutes. Failure to meet these requirements may result in forfeiture of the scholarship award.

Selection Process: Selection is competitive and based on merit. Evaluation includes essay quality, originality, clarity, and alignment with PRAF’s mission.

Submission of an application does not guarantee selection.

Notification: Awardees will be notified via email on or about May 28, 2026 and must respond within 7 days.

Applicants under 18 will require parent/guardian notification.

Rights and Publicity: Applicants grant PRAF permission to use their name, likeness, and submission for promotional purposes.

Original Work: Submissions must be original, not infringe on third-party rights and accurately reflect the applicants’ own work and experiences.

Program Administration: PRAF reserves the right to modify, suspend, or cancel the program due to unforeseen circumstances beyond its control, including but not limited to fraud, technical failures, or disruptions.

Limitation of Liability: Applicants agree to release and hold harmless PRAF and its affiliates from any claim arising out of participation in the scholarship program or acceptance and use of the award.

Disputes: Governed by Washington, D.C. law; disputes handled individually in D.C. courts. Applicants waive the right to claim punitive or consequential damages.

Privacy: Information submitted is subject to PRAF’s privacy policy.
